A “bait and switch” is a deceptive political tactic where an interest group advertises a more politically appealing solution (the “bait”) in order to lure in voters. Once the voter is engaged, the interest group switches back to their original position, pressuring the political party in power to legislate a different alternative instead (called the “switch”). This is exactly what happened when the Temperance League proposed a ban on Saloons (bait) only to end up banning the consumption of alcohol altogether (switch). Speak easy but carry a Big shtick!
