Trump understands that it is way more difficult to hit a moving target and by the time the democrats have decided what to do he has already moved on to the next thing! He has completely controlled the conversation in DC and the DEMS look like a bunch of deers caught in his headlights!
As for his name change from defense to war as General McMaster has pointed out our grand kids are facing a world war and/or a civil war. Given this, way better to play a good offense (War) then a good defense (Defense). After all since the democrats made the name change they lost China, they tied in Korea and they lost in Vietnam!
