Unfortunately we have the worlds most lawyers who would immediately shutdown the US Government if we did not grant them immunity for doing their job! You have to ask yourself would Amal Clooney have sued Barack Obama for murdering 3 Americans in a drone attack? The fact is that Obama could have been impeached and removed over these deaths but Pelosi did not find the time to do this but she did impeach Trump twice!
