Southern country democrats and northern city democrats have been harvesting voters for centuries. They understand very well that clearly demonstrating that an election was stolen is almost impossible to prove so nothing ventured, nothing gained! Way easier to harvest mail in ballots then having to show up at the polls with a Liberty card in order to vote!
Most of this harvesting takes place during primaries, take for example LBJ who was called Landside Lyndon for harvesting just enough votes to win his Senate seat! However a lot has been written about Mayor Daley harvesting enough votes so that JFK would defeat Nixon in 1960. Once you have effectively undercut the credibility of the voting process you have come a long way in harvesting the democratic process!
