As a general rule if you overestimate a threat you are going to expend more resources then you really needed to! However, if you underestimate a threat you are going to have to expend way more resources than if you had overestimated it!
This is because democracies are slow to make decisions and even slower to change them! America’s grand kids are facing three enormous challenges; first financial ruin, second a world war, and third climate change! Unfortunately they will not be the last man or woman standing but instead will find themselves in last place. But hey we do give our kids trophies for coming in last!
